Part of every ship’s voyage is to handle monitoring, reporting, and verification, that’s simply known as the MRV system. It is a global regulation that plans to quantify and minimize CO2 shipping emissions. 

In essence, the MRV System influences the maritime industry most specifically in dealing with the normal fleet operations and other related issues. Which stands for monitoring, reporting, and verification, the MRV standards was put into force on July 1, 2015. Basically, it requires ship owners and operators to monitor, report, and verify annually the CO2 emissions for their vessels. Particularly, these watercraft must be larger than 5000 gross tonnages calling at any EFTA and EU shipping ports.

Moreover, this MRV system is observed by the ship owners, administrators or managers in order to eradicate market barriers. Specifically, this is related to the absence of data concerning environmental performance and energy efficiency of every ship.

 

The timetable of MRV System – Monitoring, Report & Verification

  • August 31, 2017 – The companies/associations must comply a ship-specific monitoring  program or proposal for approval by the verifiers.
  • January 1, 2018 – The beginning of per voyage monitoring
  • April 30, 2019 – Must be submitted to the EC the verified annual/yearly emission reports
  • June 30, 2019 – Emission data established publicly available by the EC

Generally, this course is repeated for the consecutive years.

 

 

The monitoring and reporting procedures

Substantially, the owners of the vessels or ships are highly prescribed to monitor thew following guidelines on the basis of per voyage.

  • Firstly, the port of departure and port arrival. Mainly, this should also include the date and hour of both departure and arrival.
  • The amount and emission factor for every fuel type utilized in total CO2 emitted
  • The distance traveled
  • The duration spent at sea
  • The cargo carried
  • Work of transport

In addition, the associations or companies are reporting yearly the combined figures for the parameters. Such data is employed to compute and report the average efficiency. Essentially, the basis for computation of CO2 emissions will be the consumption of fuel for navigation beginning or ending at any EU port.  Furthermore, the utilization of fuel shall be determined and appraised by using different methods.

 

Upon verification

Initially, the authorized persons to verify have the tasks to do the following:

  • To verify the ship-specific monitoring program/plans. The proposal submitted must be complete, accurate, relevant and in conformity with the specific rules/standards).
  • To verify if the annual ship-specific emission reports have complied to the monitoring plans.
  • To verify if the figures that incorporate in the annual ship-specific emission reports are accurate.

Currently, no companies or associations have been granted yet with accreditation. This is due to the criteria that remained under progress by the DNV GL, EC together with other organizations. In which, are still in the process of becoming an authorized verified fo the regulation of EU MRV.
